Human Capability Development Program is in demand in modern times, which are characterized by multitasking and enormous flows of information. Every individual needs to have specific skills and a desire for self-improvement in order to remain a competent and flexible professional. This program is designed just for the permanent development of the individual as a unit of society, but there are certain difficulties in the implementation of this strategy. It is necessary to analyze how the program can be improved and to suggest ways of solving existing problems.
The main advantage of the program is its vastness and versatility. In other words, under the key abilities of a competitive citizen, almost all aspects of life are considered. For example, in modern society, it is necessary to have leadership qualities, as well as to work in a team, as the interaction of professionals increases the overall productivity of activity. The strategy provides for the development of such qualities, combining them with financial stability, discipline, and critical thinking skills (Vision 2030 Realization Programs, 2021). Indeed, all the aforementioned skills are important for an individual to modernize too rapidly changing realities.
However, here also must be noted two major problems. The first and main one is the program’s separation of certain characteristics into separate categories. In particular, it concerns a positive outlook on the world and a healthy lifestyle (Vision 2030 Realization Programs, 2021). The fact is that such traits cannot be considered independent pillars since the effect appears only when all the traits are synchronized together. In other words, this kind of not-always-logical isolation causes misunderstanding among those who strive to become desirable citizens because, for example, a healthy lifestyle alone does not make a person an effective and competitive professional. Because of this, one does not develop a full understanding of the program’s method of operation. Another equally important problem is the vast amount of information and action plans in the strategy. The fact is that this does not quite correspond to reality since citizens are busy with families, work, and personal life. Only a minority can find enough time to fulfill all the conditions of the program.
There are two effective ways out of this situation. First, it is necessary to optimize the program for the time management of the average person so that it looks more feasible in the eyes of the middle class. Second, it is not necessary to mobilize several of the expected characteristics of a competitive citizenry into fewer, larger spheres. In this way, doubt and the independent search for logical connections between spheres will disappear, and thus, people’s motivation and the effectiveness of the program will increase.
